VA IRRRL: Seasoning, Recoupment & Net Benefit
October 20, 2026
A VA Interest Rate Reduction Refinance Loan (IRRRL), often called a VA streamline, replaces an existing VA-backed home loan with a new VA-backed loan, usually to get a lower rate or to move from an adjustable rate to a fixed rate. Federal law sets three key tests: the current loan must be seasoned, the new loan must give you a net tangible benefit, and the costs must be recouped through lower monthly payments within 36 months of closing.
Who's eligible and the seasoning rule. You need an existing VA-backed home loan, and you must be refinancing that loan into a new VA loan. An IRRRL can't pay off a non-VA loan. You must have lived in the home at some point, even if you don't now, so a former home that's now a rental can qualify. A new Certificate of Eligibility usually isn't required. Under 38 U.S.C. 3709, the existing loan is seasoned only once the later of two dates has passed: 210 days after the first payment due date, and the date six monthly payments have been made. Cash out isn't allowed, though limited energy-efficiency improvements can be financed. VA generally doesn't require an appraisal, but individual lenders may add their own credit or appraisal requirements, known as overlays. If you want cash out or are replacing a non-VA loan, that's a VA cash-out refinance, which has different rules.
Net tangible benefit and recoupment. For a fixed-rate to fixed-rate IRRRL, the new rate must be at least one-half of one percentage point below the old rate. For a fixed-rate to adjustable-rate IRRRL, the reduction must be at least two percentage points. Moving from an adjustable rate to a fixed rate is allowed even if the new fixed rate is higher. For recoupment, add up the fees, closing costs and expenses you pay, excluding taxes, escrow amounts, insurance and the VA funding fee. Divide that by the monthly principal-and-interest reduction. The result must be 36 months or less. Lender credits that pay costs reduce what has to be recouped, and costs rolled into the loan still count. If the refinance raises your payment, for example with a shorter term, different rules apply, so ask how the lender is documenting the benefit. A funding fee usually applies and is generally smaller than on a purchase loan. Veterans receiving VA disability compensation, and certain others, are exempt. Check your Certificate of Eligibility rather than relying on a lender's estimate.
What to check on an IRRRL offer. Look at Section A for origination charges and points, which count toward recoupment. Check page 1 for the new term, since resetting to a longer term can lower the payment while raising total interest. Look for lender credits in Section J, and ask the lender for its recoupment worksheet. Be cautious with official-looking mailers, because VA doesn't send IRRRL offers. How soon can you do another IRRRL? Only after the new loan meets the seasoning rules again. Can closing costs be rolled in? Generally yes, within VA limits. Will LoFi Rate make your VA loan? No. LoFi Rate is an independent matching service that can match you with participating licensed professionals who offer VA loans.
A VA IRRRL refinances a VA loan into a new VA loan with no cash out. It requires seasoning (210 days and six payments), a net tangible benefit, and recoupment of costs within 36 months. Ask for the recoupment math in writing and compare offers on the same day. Sources: 38 U.S.C. 3709; 38 CFR 36.4307; VA, Interest Rate Reduction Refinance Loan (va.gov); VA Lenders Handbook (M26-7).
